This is a scythe warrior, anything else is either genius or worse. It's not hard to figure out which category magehunter's strike falls into.
Charging strike is a nice idea, but it cancels your IAS and is energy heavy, also it has a longer CD than power att/protstrike.

Prot. Strike is useless now, without Asuran Scan and AoHM to give normal attacks big damage. Unlike before, where + to damage was just gravy, it's basically half of your damage now (more if you're not running SoH for God knows what reason).

There's almost no reason not to run Counterattack and Body Blow now, because they're your biggest sources of damage for a W/D. There are probably other alternatives to Radiant Scythe, but nothing notably better.

Charging Strike isn't in there because it's "good", it's because all the other alternatives suck (basically says how terrible Strength elites are). WE is pure fluff because energy has stopped being an issue without a 10e enchantment and three 5e attacks to drain your pool.

Scythe Mastery - 12
Tactics - 12+2+1

I've also swapped out Radiant Scythe and Thrill of Victory for Crippling Victory and Reap Impurities, it's probably not quite as good but is great fun against large mobs.
